Any instant messaging program will work for you. Local LANs do not necessarily have any connection to the outside world.

We used to use ICQ Groupware in our dorms before we had internet access.. you basically setup a machine as the server and have all the machines run the client (you CAN run client on the machine dedicated as server).. since AOL bought ICQ they have discontinued the product, but you can still find the installs.

IRC. Both pc's will need a client and one machine will need a server. You should be able to find a free server program online.

I believe trillian can do this. I'm not 100% sure, but it's worth a try.
Also you could go to downloads.com and do a search for "lan messenger"
