I'm pretty sure that it would be hard on the plumbing. Toilet paper is designed to shred itself in water so as not to block pipes. A flag, made out of cotton cloth, would probably cause a wicked clog.
Canadian flag, Cambodian flag, Mexican flag... it hardly matters whose banner it is, does it?
