what happens when the throttle valve on a 4 barrel carb does not open?

you get better milage the choke has a lever that blocks it from opening if its not all the way open

You remain on two throats the other 2 dont open

you wont have the power you want.are you saying the back butterflys not opening?check the back pull-off,it might need adjusted.
