Is there something from the Dept of Agriculture restricting entrance of citrus trees into Texas?

there is alot of citrus trees in Texas and the imported one may have diseases that will infect the local trees so yes it's dept of Ag.

Yes, as stated it is due to citrus infections (canker etc). Currently Florida is not allowing citrus to enter or leave the State. Texas and California normally do not allow it to be shipped in.
