Take the hotel shuttle. You may have to make arrangements first, but those shuttles always circle the lower deck of the airport. Cheaper than a cab!

At the airport go to where the shuttle buses are, and look for the blue van, named Super shuttle.

it is $15, but takes you door to door basically.

the other option yes is BART, but you would probably have to change from the train to other forms of public transportation and if you have luggage, not always fun. Super Shuttle's drivers will carry your luggage in and out of the van, and it is pretty affordable considering what you get.

You can get BART, you should be able to get BART directly from the airport to Union Square. Powell St is probably the best stop to get off
