Depending on the size of rope you want to make you can buy or make a machine.
For very thin sizes, soft laid, you can buy a hair-twister. These come in 2 hook, 3 hook and 4 hook versions. The 3 and 4 hook versions are very nice.
The are also called hair braiders, and sold for making braids in long hair, but most come up in yard sales, or charity shops.
Professional rope makers are for sale at several websites, they are used on hand-held drills.

I might also suggest checking a library for a Boy Scout pamphlet for "pioneering"... I remember that IT includes a section on rope making, and how to build a machine. Simple hardware and parts from a hardware-store.
Back in 1976, our troop took a TON of jute-string and made several 3-strand twisted ropes of 100 foot lengths... all hand cranked. ONLY 11-15 year olds could have the energy and patience to do all that cranking !!

A spinning wheel. Ashford makes an oversized wheel called the Country Spinner that can make very thick cord, rope or rug yarn.
