Make sure the first partition is FAT32, and leave the second partition blank, install Windows 98, it will default on the FAT32 partition, once done, install XP and choose your second partition as the default location.
Its not that difficult.

Well first of all you will need to delete any portions that are already on, you will require a win98 start up disk.
turn off your Pc and insert the disk into drive A:\
at the A prompt type FDISK, this will bring up the dialog box delete any partitions you have there. then go back to you a prompt and type C:\ format this will format the HD once this stage is complete return to FDISK and reinstall your partitions one Primary and one other ok your all set to install windows XP as your primary and 98 as your other drive. You may also be interested in the system I use myself. it is called HYPEROS I have used it for some time now. What this program does is it allows you to split up a large HD into smaller sections by using Part ion magic. Once you have done this you can then put up to 10 different OS on your PC and move from one to the other with out turning your PC off. You do not even have to format a drive ever again go to WWW.HYPEROS.com for more details you will be well impressed.

You can go for clean setup, mean format whole disk and create partition. But it seems you are newbie.
Or else, there is program called partition manager. load the program and use the program to create the partition. Take care it is more technical.
Why want a partition, when you can do it with a folder. Think it over.
