Mortar is a weak mix of soft sand and cement, normally with plasticised added.
Concrete is a stronger mixture of stones, sharp sand and cement. Ballast may be used as an alternative to sharp sand and stones.

concrete is made up of cement, sand & metal in different proporation like 1:2:4, and its density is above 2400 kg/***, whereas mortar is only mix of sand & cement only & its density is less than 2000 kg/***.
concrete is used for columns, beams, slab, where as mortar is used for plastering to brickwalls
