If it's your phone and you have registered it with the network provider they should be able to do it, well they did for me when I forgot my PUK.
Failing that I don't know any other that's free, sorry.

do you mean unlocking it to any network?? Unless you have a data cable and the software code then you wont be able to. Take it to a market stall and they will do it for under a tenner

Ask your carrier to do it. Usually they will with out too much of a hassle. T-Mobile will usually do it if you have been a customer for longer than 90 days.
