Without organophosphates it's not going to be easy as that class of chemical is the backbone of most treatments available in the US such as Clout. You might speak with a veterinarian in your area and explain the problem and ask for potential medication solutions.

Copper based medications can be used, but to limited success as to kill the adult lice the dosage would kill the host fish as well. Copper will however kill other life stages of the lice in your tank.

You could then deal with the adults by using a 3% salt dip for 1 minute. That will kill the adults that are on the fish while the copper kills other stages in the tank. It would take some time and at least one dip a day for each infected fish for as long as 10 days or possibly more, but after 2 weeks of the duel treatment you should be able to eliminate the lice.

Are the spots light greenish in color? The best way to get rid of this parasite is to go to the local fish store and ask for clout or another lice med. If there's only one or two of them you normally can get them off you self but its sounds like you have more than that. Also you need to treat him in the same tank to kill off any other ones that are just in the tank.
Fish lice is very contagious.

You can get something from the pet shop to add to the water to get rid of external parasites or you could keep chaning the water and picking the things off with tweezers (which will take ages)
remember to watch out for fungus growth once you have cleared your fish of lice.

Sterazin will not kill fish louse its not designed to kill them only to kill flukes. Interpet make a treatment called anti crustcean parasite, it works but also kills the beneficial filter bacteria. Thes best thing to use is actually a pond medication called PARAZIN P made by waterlife comes in tablet forms and normally a once off treatment kills fish louse and anchor worms. i think 25 tablets is about £6.50 ish...
