When the person is mature enough. It's a means of communication. So I don't belive its so special. The factors should be if the person can deal with the responsibility. Cell phones cost money. If the person is responsible enough not to loose it or run up the bill then the person should be able to have one. If ther person can afford the monthly payments etz. Meaning they need a job or some kind of arrangment with there parents to do something to earn the money to pay for it.

Kids should only be allowed cellphones when they are away from their parents or guardians, like after school or when they visit at friends houses, etc. The phones should be strictly monitored by parents aswell. There are pedohiles hanging around on chat sites which young kids are using to chat with friends. Also I have heard of girls selling naked pictured of themselves to boys in school for airtime money. sick
