He is being groomed by his party, or certain members within his party, for the position of President. Ma Ying-jiu was a successful Mayor of Taipei City, and prior to that an effective Minister of Justice (maybe too effective - that's why he had to step down), and he may not have much competition from the DPP's candidate, Hsieh, who seems underqualified for the role of President.
