As the other answers have said, it is Protons and neutrons, except for Hydrogen, which normally does not have a neutron. If you want to be pedantic, you could argue that under certain circumstances, of which there are probably millions of examples in the universe, nuclei do contain electrons. See link below. In this situation, nuclei consist of protons and electrons.
