What is a District? Do the same laws govern a "District" as a state?

The word district can have many meanings. Are you referring to the District of Columbia? D.C. has no senators or representatives, only a non-voting delegate in the House of Representatives. Citizens of D.C. could not vote in presidential elections until the twenty-third amendment was passed in 1961.

district is an area within the state,4 eg amritsar district within punjab,yes there r same laws 4 district as 4 state

Using Washington DC as an example:

DC has a mayor and no representation in the House or Senate.

States have representation and the highest level is a governor of the state and local cities/ towns under the state level.

They have laws like states do. They are just not a state, but they are represented!

There are 46 states and 4 Commonwealths!
