In India if you want to challenge any statute/Act or part of the statute/Act you will have to move the High Court of the state where you live or such statute/Act is applicable or is infringing your constitutional right or rights or move it in the Supreme Court of India. Such matters can be challenged in these courts if they are in question in any suit or constitutional writ between you & any one else. The second way to get any statute/Act changed you have to contact the Ministry of law or concerned Ministry who got the statute/Act enacted to get the Act amended in the Parliament or state legislature where ever it got passed in the first instance.

If you want to change a law, you have to do much more than file a lawsuit. You need petitions and legal proceedings. You need to get someone in the political "know" in your area to tell you the process. You may be able to to start by calling your clerk of court or taking a trip to the library. Good luck to you.

Walk in to your local Democratic Headquarters and discuss your ideas with the volunteers there. They are the right people to talk to. Consider becoming a volunteer there, too.

In general you have to show that the law is unconstitutional or illegal for some other reason.
