hummm, I suspect your question was intended to garner the response "Bush", as he is the popular person to bash just now, but in the scope of things he is not even in the running.

The terms President and Prime Minister are relatively new concepts. There have been weak ones and ill informed ones but never ones that would rate in the "worst head of state of all time".

The one Prime Minister that really did an amazing amount of damage was Neville Chamberlain

The list of genocides also corresponds to the worst dictators as they were not only blood thirsty, but also allowed their people and their economies to tank while they lived in oppulence.

Thoughout time- various emperors, kings and queens have had that term used with them...... France is littered with them as well as England and Germany.

Biblically? That could take more space than I have. A recent movie "The Three Hundred" does list a Persian leader that was pretty bad......

From my own personal experience (48 years) the scariest ones for me have been JFK, Johnson, and Carter ( Carter for me the personal worst). Clinton ranks high on my list, but I don't think his actions were as malicious as they were just ill advised.

So, there is a begining answer to your question. Sorry I couldn't follow in lock step and bash G.W. for you.

There is one thing that you must remember is though,

Genghis Khan.

He had an army of men who obeyed orders and rode on horses while shooting arrows.

So he wanted to turn the entire Earth into a vast steppe or featureless plain, so that his horsemen could rule everybody by force, coercion and lies and he could control everything.

The pseudo-religious murderers who betray Islam and attack everyone, westerners and easterners are worse--but no one of them has ever headed a state or "national entity".

So second place has to go to the worst of rulers in the modern world, Adolf Hitler or Nikolai Lenin, both statist tyrants, who murdered millions for no good reason.

For the U.S. it would certainly have to be George W. Bush. He is the least competent of any president. George Bush is an empty suit with no substance. He had absolutely no knowledge of what he was getting into when he ran for the presidency. He had no preparation, no knowledge, no body of written work, and no intellect. The funny thing is that he still doesn't. For those of you who think that being governor of the state of Texas, with absolutely no other office being held before that is sufficient preparation, you have absolutely no idea what being prepared for that office means.
