Sadly, there are more places in the world where there are no civil rights than governments that to subscribe to that theory of value of human rights.

Most of the world's people have no guaranteed rights to engage in free speech, free publication of ideas, mobility, personal property, religion, or to maintain weapons to protect themselves, without permission from the Almighty State. This includes all Communist nations, all war-lord tribal states, and to a huge degree, most of Europe.

The number of nations that were formed expressly to enforce the concept of innate, natural, inalienable rights of the individual, can be counted on one hand. They are all of British origin, and trace their idea of "a government formed by the people" to John Locke. And even they are threatened and limited in the scope of the rights involved.

As long as a State is the source of rights for the individual, there ARE no civil rights, because they will be selectively dispensed or retracted at the whim of the State.
