I'm assuming by "sped" you mean special education, and no, it isn't bad. It isn't bad at all. The worst part about special education isn't the system or the students in it, it is those on the outside looking in and criticizing or ostracizing the students who need special services.
Special education, when done well, is a way for all students to achieve at their highest level. Unfortunately, our society tends to look down on people who are different, and therefore pulling students out to have them in special classes often alerts other students that there is something different about these students. The other students also may think that there is something "wrong" with the kids in special education. They have special learning needs, but that doesn't make them bad or wrong.
Inclusion is being pushed for two main reasons-- one is in hopeful avoidance of the stigma that often haunts kids with special needs, and the second is the greater social opportunities that kids have in a class with non-disabled peers.

I think by 'sped' you mean 'special education'??
If so, it is not suppose to be bad, that is IF the schools will follow the sped laws and teach the children the way they are suppose to BY LAW.
BUT,, schools do NOT follow the sped laws called IDEA. And there is no enforcement to make sure schools do follow the laws. So, their crap will continue.
If schools would follow the laws and give kids the help they needed by law, then YES sped would be good. But for now, sped across the whole USA is corrupt and horrible.

It can be. It can not be. It depends on where you are and the people involved. If you know the laws, it works greatly in your favor.
