who is liable for courts transcripts and how can i get them.the courts said they don't have them what can I do

Court reporters have the right to charge big bux for their transcripts. It's a bit of a racket but usually you get them from the court reporter. Is this about a case where you are a party? usually the lawyers representing the plaintiff and defendant shell out for the transcripts--can you get it from either of the lawyers? otherwise, be prepared to spend lots of money to get a transcript.
