I just witnessed the worse possible thing I could imagine. I was on the way home and someones Large breed dog jumped from the back of his truck. To my horror I saw him hit by three cars (tore apart like a rag) and then land in front of my car. I was screaming and It just upset me so bad. It was like watching a horror movie.
Are there any laws on not having dogs in the back of a open truck?
If not shouldn't there be?

Who would I contact in order to start such a law?

While I agree that that is irresponsible of the owner, dogs are property. I don't think there's any law against putting property in the bed of a pickup. City Council would probably be a good place to start.

In California, they need to be restrained at least by a leash.

In NY, they need to be restrained...bungee cords, leashes, ropes, any way they can be kept safe.
