Not only Top 5 but in 45+ years of watching the NFL here is the Top 5 I've had the pleasure to watch:
1) Elway
2) Marino
3) Unitas
4) Montana
5) Staubach
I think for most die hard football fans Elway would be in the Top 5

Top two in my opinion.
I'm a Steeler fan and I think John Elway might be the greatest ever. If he had Jerry Rice, Jesus - what might've happened?
Peyton Manning is likely going to be revered as "better" by the time his career is over but I really loved Elway's balls-to-the-wall style of play (i.e. when he ran the TD in during the Superbowl and got spun around on the goaline).

Definitely, led his team to 5 Super Bowls and came from behind 47 times including The Drive, the best performance on clutch time.

I would say yes, but he definitely needed those two Superbowl wins to get to that level. The best I ever saw was Joe Montana. Peyton Manning may very well get there too with more Superbowl wins.
