What should be the highest heel to be worn with a mini skirt and look sexy and not trashy?
I think 3.25inches....

High heels and mini skirts....I'm sorry, but the only image I get with that combination is that of a 40 year old housewife from the OC still wishing she was 20. Not to mention it's so...'90s. Just because you're proud of your physique doesn't mean you have to give it all away and show every bit of it off. Try toning it down a little...leave some to the imagination. Otherwise you just come off as a cocky slut with nothing more to share. I mean, skirts 2 inches below your crotch? That's far too much. You need to retain at least SOME class to keep people's attention. Try some knee high boots and a bit longer skirt that you didn't buy in the kid's department. People will still see that you have nice legs, but the fact that you aren't coming off as "easy" and showing every bit of you to every Joe, Jack, and Tom will be even more attractive.

The higher the better....lol. Actually, I think it depends more on the look of the heels, and the skirt. If you pick the right ones, you can wear as high as you feel comfortable in :)

the higher the better, if you are wearing a mini skirt don't worry about the heels making you look trashy

the higher the better if and only if the heal is thick. in other words, not one of the kinds with a long pointed toe or a stick thin heal. it has to be a thick heal, preferably square or a semi circle or semi ovel. there should be a flat and straight edge on the heal side closest to the toe and on the inside of the she's artch. also, if you cant walk PERFECTLY in them, don't wear them. i'm sorry, but if you wobble even a little, then it takes away ALL sexiness. if you can't walk in it, wear a lower heal.

It depends on how much confidence you have in yourself.
When I'm with hubby on date nights, I wear 5" stilettos with mini skirts! Why? Because he enjoys seeing me dressed this way and I have the confidence to wear it. I also don't care what anyone else may say or think. It's not for them, it's for him!

i think if they are wedges about 3 to four inches but if they are silettos this about 4. but if they are knee high boots the heel is up to you
