Is it some one who has money and is emotionally deprived. Or is it just a brat who's father makes a lot of money so she doesn't have many serious problem and just thinks she does? What does it mean?

I think that the phrase is meant to be tongue in cheek.
I think that it means a little girl who's parents are rich and she wants to blame others and make others sorry for her when she screws up.
Does this sound like anyone we might of heard about.
Paris is a poor little rich girl.

A Poor Little Rich Girl is a young woman who has a lot of money because of her family being rich.
The word "rich" is because of "wealth" but the word "poor" has nothing to do with money, more like with pity, like you would say "poor little kitty" about an abandoned little kitty.
A lot of people think that money brings happiness (especially people would do not have money or wish they had more). As a matter of fact, money only brings trouble and a lot of it brings a lot of troubles. It is very hard to deal with a lot of money but when you bring children into the mix, it is even harder for them because they always had money so they really have no idea what it all means. How can you have a sense of money if it was always unlimited?
So you end up with those young women acting like brats…but really, think about it…how can you blame them. They were raised that way. They do not know any better. When they were little girls, they had lavish birthday parties (not party but parties…) with everything money could buy.
Also a lot of those woman are emotionally deprived, as you say, because their fathers (or mothers….) worked so much at making all that money that he/she did not have time for them and the father or mother was also very busy in doing what rich people do (entertaining, spas, surgeries, skiing in Aspen and Switzerland…) so they had to rely on the nannies. But a lot of poor (as money) children also lack emotional connection so it’s not a rich kids prerogative.
What if you’re miserable and wish you had all the money in the world so you could have everything you want and therefore be happier?
What if you’re miserable and you already have all the money in the world so you know it will not make you happier?

The phrase is a put-down.
It is a sarcastic phrase which means to feel no pity for the little rich girl.
Its usually about a wealthy person complaining about things they don't have. (i.e. Paris Hilton)

she is never happy, never satisfied, always in trouble, in rehab, smacked-out, this, that & the other...
with ALL of the $$$$ she has, its always 'poor poor Nicole' life is sooooo hard...
