If you remember the gold fish can grow to 27" or better at full growth however it will take a while for them to reach that large. 4" at a 50 gallon tank you can keep 5-6 happily and healthy in the tank. As long as they are larger the smaller turtles won't be a problem, however they are known for fin nipping so your goldfish may end up loosing fins. Comets are quick and can stay away from the turtles. Small red turtles would work.

I would not recomend more than the 6 fish. This will also allow them room to grow.

Also remember Goldfish need a balanced diet. When choosing a fish food choose one with high protein (48% or better) and low fat (5% or less)

You can supplement their diet with things like Lettuce, mustard greens, turnip greens, collard greens, spinach, peas, endive, seaweed, cukes, kale, chard, broccoli, lima beans, green beans, etc. and feed aquatic plants (e.g. duckweed, azolla, salvenia, etc) or hair algae daily.

For their Carotenoids which are a family of pigments the fish can't make themselves and are obtained as part of the diet. These pigments result in red, yellow and orange colors. Fish have cells called chromataphores. Those cells convert lutein and carotenes into astaxanthin which is the red pigment.
sources include, brine shrimp, krill, spirulina, marigold flowers, paprika, sweet red peppers, yams, carrots, pumpkin

Watermellons and oranges are also good as well as proteins like chicken (chicken livers) beef (livers and parts) and pork as well as worms and bugs.

I've seen Comets grow to around 12 inches. As with all goldfish they're dirty and produce lots of ammonia. I probably wouldn't keep more than 3 comets in a 46 gallon, considering their full size and waste production.

Now turtles do like to eat fish 3-4 inches is good size but I wouldn't put it past the turtles to try to eat them - depending of course on the size of the turtles. Again turtles are filthy creatures so adding turtles and goldfish is just going to cause the tank to need water changes most likely once weekly.

It really depends on the size of the fish. If you are planning for the future, which you should, 2-4 goldfish will work. The less, the cleaner the tank. Turtles will not go with the goldfish. If you are planning on buying a bigger fishtank when they grow, get up to 10 if you want (3-4in...) cause that will be more than enough room. But be aware that they /will/ grow extremely fast in a larger tank. If they were crowded they will grow slow, but if they have enough room in that large tank they will grow fast and be healthy.

the turtles will eat the goldfish.

you can keep 2-3 goldfish in a 46 gallon tank. it will give them plenty of room to grow to thier full size, and live long lives (15-30 years)

Why go with the huge common goldfish? If you want a nice coldwater goldie tank, why not try fancy goldfish such as fantails, orandas or lionheads? Or maybe even go for something like ryukin? They don't get as big. You could probably keep 3 or 4 in a 46 gallon tank.

And no, I would advise against the turtles.

The problem you will face is that even if you put in one goldfish and no turtles the tank will be over crowded before long at all. It's very common for common and comet goldfish to reach over a foot in a tank. You could keep 4-5 of them for a very short period of time in that tank. I wouldn't recommend mixing your goldfish with turtles.

Goldfish would get very large in your tank. If you have good filtration and aeration, you could keep a maximum of about 15 in your tank. DO NOT believe the "20 gallons per goldfish" cr*p. Like I said. As long as you have good aeration and filtration, you will be fine.
