Well, we can answer with increasing degrees of specificity.
If you men 'England' in the sense of 'English interests' then the German invasion of Poland on 1 September 1939 was effectively an attack on England. The Anglo-Polish treaty made the 'legal' link that aligned English and Polish 'interests'. This led of course to the British declaring war on Germany.
If you mean an attack directly on the British soil, rather than the country of England (just one component of Great Britain), then the answer is 16th October, 1939, by German bombers on British warships in the Royal Dockyard at Rosyth, and on the Forth Bridge. Two German bombers were shot down. Three ships were damaged and fifteen sailors killed.
Or if you mean British assets and citizens, you could alternatively say the 4 September 1939 when a German U Boat sand the British liner Athenia off the coast of Ireland with the loss of 118 lives.
If you mean on England (English soil) itself, my understanding is that the date was April 30 1940, when a German mine laying aircraft crashed in Essex at a place called Clacton-on-Sea, killing two people on the ground.

What comes out of this surprisingly good question is the realization that while the 'Battle of Britain' (the air war) tends to grab all the attention (and it was unquestionably heroic and profoundly significant), the war at sea started within a few days of the declaration of war and continued with ferocious intensity (and just as significant outcomes) right up until 1945. Roskill's 'The War at Sea' (5 volumes) is unquestionably the best reference.

"When DID Germany attack England during World War II?"
During the Battle of France in 1940, the British attacked the Germans!
On May 21st, 1940, Lord Gort made a tank attack southward from Arras. Although it was not a large affair, it came as a nasty surprise to the Germans. It created, wrote Guderian, "a considerable impression on the staff of the Panzer Group von Kliest, which suddenly grew very nervous."
For the Battle of Britain, the date the German Luftwaffe (Airforce) first attacked England was July 10th, 1940.

During the battle of Britain in 1940.
The actual period of the battle was from 10th July 1940 - 31st Oct 1940.
Thanks to the brave pilots of the RAF, Germany ceased hostilities and decided to move their interest to Russia as they could not knock out the Royal Air Force which they needed to do to gain a foothold on English soil.
