Well originally New Zealand were suppose to tour Pakistan for a test and ODI series but due to security concerns in Pakistan the ODI and T20 matches are being held in a neutral venue ie abu dhabi and the test matches are being held in New Zealand with all the profit from gate takings going to Pakistan.
