Sounds like you have adware. I suggest you download Ad-Aware SE and Spybot S & D. Both are free, and they tend to complement each other. Install, update and run them. If they don't get everything, try them again in Safe Mode.
To get into Safe Mode:
1. Log out and reboot your machine.
2. When the machine starts the reboot sequence, press the F8 key
3. Select Safe Mode from the resulting menu.
4. The machine will continue booting, but the Windows desktop will look different. You won't be able to see the Internet, for instance. You may have to log in as Administrator to delete the bad files.
5. When you're finished, log out and reboot back into normal mode.

Clear your registry. Get a registry mechanic, $20 bucks, circuit city. It's a good buy. It clears your system errors. I believe it rids of those clever installations we don't know about, which I think contributes to the pop-ups, but I'm not completely sure. Regardless, it makes your computer run smoother. I have it on mine, and I haven't had any problems in performance since I bought it. I've had my computer for two years now. Hope that helps, atleast a little. - Jansen

I would say there is a malware installed on your computer and it has nothing to do with your pop-up blocker. Try to remove it and be careful what malware removal software you use since some of these programs install new malware on your system.

Have you tried Firefox? It has a built-in popup blocker and there are add-ons to control Javascript, Flash and other intrusions.

It's possible that you've gotten a virus or some spyware on your system. To fix this, you should run a virus scan and and adaware or spyware scan. Hopefully that will remove anything that happens to be causing this.

What browser are you using? within most browsers you can remove these add ons, tools, manage add-ons usually.
