hey... if you have that many people... when things go wrong, everyone can point the finger at someone else, eventually people get dizzy from all the pointing and Bush will fire some low level Army commander and everyone will forget about it...

Cheney decides everything. Rove tells Bush how to lie to the world to convince us he is doing a good thing. All of those people are Cheney's puppets with Bush being the Puppet-In-Chief.
