Zero. Since they're under 21 they should have a 0.00 BAC since they legally can't drink.

This can also vary in some states, but the majority consider a person DUI who's under 21 and has a BAC other then 0.

In the US it is unlawful for anyone under 21 to drink alcohol. Therefore, ANY blood alcohol level is is illegal whether or not they are driving.
