When bikini atoll was bombed, why are people not allowed to live there, when they went back to Hiroshima?

Well they didn't import much, so we were concerned that they would be consuming a lot of radiation. Also, it was all new to us, so we weren't sure about long-term effects. I wonder about the islands that the French used as test ranges (they continued long last us and the USSR).

We knew about radioactive fallout and radiation poisoning with Bikini.
The levels are still high but people are allowed limited trips to the island, now.

Hiroshima was an act of war and the more deaths, the better.

Bikini was a Test Blast.
No one went to Hiroshima.

They cant live there due to Nuclear radiation since 1946 blast.
