can you just park it on the sidewalk? is there a motor license required to ride a scooter in the city? thanks.

A motorcycle license is required to operate a scooter on public roads in New York.
And no, you can not park a motor vehicle on sidewalks. It can be ticketed and/or towed away (depending on the attitude of the officer).
If you parked on the sidewalk, in front of your place of work and it's not obstructing pedestrian traffic, you might be OK.

No you can't park it on the sidewalk and yes, a special license (motorcycle) is required. In addition, you are subject to the same laws and regulations as other vehicles. The insurance, inspection, registration and operator's equipment (helmet) are all mandatory; in addition, motor scooters are not legal for highway or expressway use. The only upside to owning a motorscooter in the city (and this applies to every major metropolitan area) is the fact that you'll get a lot of miles per tankful.
