It's from the 80's. Some mental patients escape the mental ward and have a good time around town. It was very funny. Cant remember any of the characters.

It sounds like "King of Hearts". It takes place during WWII in a small French town. The town is left deserted an the inmates from the local asylum take over. It stared Alan Bates.

Sorry that should be WWI.

if Christopher Lloyd is in it, you're thinking of The Dream Team.
(i preferred Crazy People with Dudley Moore and Darryl Hannah, but he's an ad exec who goes to a mental hospital in that movie.)

"Crazy People" with Dudley Moore. He was an advertising executive who had a mental breakdown. Shared his skills with other patients and they developed their own ad campaigns. Very funny. Maybe on Netflix.
