1] make sure you wash clothes according to label.
2] dry according to label also
3] wash knits separately from underwear, jeans, towels, sheets; basically shirts with shirts, jeans with jeans, etc.
4] buy a lint shaver at Bed, Bath and Beyond or Linens and Things
5] if this doesn't work, buy better quality clothes! I have shirts that are 20 years old that don't get 'bobblings'.

What causes this to happen is the fabric rubbing against other (generally less delicate) fabrics in the wash. To prevent this from happening, turn the garment inside out before washing, or, even better, put it inside of a pillowcase and tie it shut before washing. Don't put it in the dryer either, let it hang to dry.

Mostly this is about quality of fabrics. It's not something you can get rid of if the fabric is of poor quality. Save your money and buy higher quality and then follow the appropriate directions for washing or dry cleaning.

They make "lint trap" balls for your washing machine. Check linen and things.

Don't put your clothes in the dryer. Line dry and light iron if you need it.
