You do not need a "weapons license" in America.

However, some cities and states require gun owners to have a "Firearm Owner's ID" card. This card does not give you permission to BUY a gun. It gives you permission to own and transport the gun in that jurisdiction.

The baby you're referring to is, I believe, a resident of Chicago, IL. The laws in that jurisdiction require firearm owners to be registered, but they do not have any age requirements. Just because the baby has a FOID card does not mean that other laws would not apply--for instance, he would not be able to possess a gun unless under the supervision of an adult who is legally permitted to possess a gun.

Keep in mind that "ownership" and "possession" are different legal concepts.

All that being said, the "Firearm Owner's ID" card requirement is a blatant violation of the 2nd Amendment. And to any politician who tries to implement anything similar in my city, or state, or on the Federal level, will get the following reply:

"FOID? FOAD!"

*** EDIT ***

Here's a link to the article. Evidently, all Illinois gun owners are required to register. Which, quite frankly, I will NEVER do.

THE Chicago dad who got a gun license for his 10-month-old believes he has renewed the debate about the ease of access to firearms in the US.

Little Howard David Ludwig made headlines around the world today after it was revealed that he already has a 12-gauge shotgun.

Howard, known by his family as Bubba, was issued the firearm owner's identification card by the US state of Illinois after his father, Howard Senior, paid the $6 fee and filled out the application, not expecting to actually get one.

Mr Ludwig, 30, a newspaper columnist from Chicago, applied for the card after his own father bought Bubba a 12-gauge Beretta shotgun as a gift.

While denying he was neither pro- or anti-gun, Howard Ludwig today told The Daily Telegraph Online that "If my 10-month-old son helps to encourage that debate, well, that's a good thing."

Mr Ludwig made the comments in an interview that can be heard by clicking on the audio icon below the advertisement, right.

Mr Ludwig successfully applied for the firearm licence on behalf of baby "Bubba" after the child's grandfather bought the new-born an "unusual gift" - a 12-gauge shotgun - with a view to the pair going clay-target shooting one day.

However, Mr Ludwig said, his wife was "pretty angry about the whole situation".

He calmed her down by telling her "it's not like we're going to hang this gun over the crib … it's strictly for something down the road for him and Grandpa to do".

Has America finally gone completely gun mad? Tell us what you think using the feedback form below.

The card lists the baby's height as 68.6cm, weight at 9kg and has a scribble where the signature should be.

Mr Ludwig wrote about his son getting his gun licence in his column.

With some exceptions, the cards are required of any Illinois residents purchasing or possessing firearms or ammunition within the state. There are no age restrictions on the cards, an official said.

Illinois State Police oversee the application process. Their purpose, said police officer Scott Compton, is to keep guns out of the hands of convicted felons, those under an order of protection and those convicted of domestic violence.

He said: "Does a 10-month-old need an ID card? No, but there are no restrictions under the act regarding age of applicants."

The weapon will probably be kept at Ludwig's father's house until the boy is at least 14.

Depends on what the weapon is and what state you are in. I could have a .22 and a deer rifle without any license at 16 in my current state. The state I grew up in (Mass.), I got an firearms ID at 18, but they don't require any IDs here (MN) unless you carry a hidden firearm.

A knife is a weapon and no license is needed to have one.

If you mean guns, then it differs in the different states.
