Not like a normal audio recorder. I mean you program the music into it and it plays and you can save it

Best one's Audacity - but I should warn you, while it's the easiest and by far the best app for what you'd like to do, it's still quite difficult to use. It is a multi track program witch means you can record multible tracks and play them over each other or just one track. All audio multitrack software has so many options and possiblilties, that it can be very hard to get started with. Luckily, Audacity is pretty logical. The most difficult part is getting it set up.

You could use a MOD tracker and load some samples into it. I don't think people use them much these days, but they're usually pretty easy. AFAIK most are free.

With a tracker, you load in some .WAV samples, then use the interface to trigger the samples at different pitches over time.
