Under Old Imperialism, you get occupied and colonialists will force you to work for them for free or a low salary, taking away your natural resources, and destroying your local industry to force you to buy their exported goods.

Under New Imperialism, you get your own flag and government, but the rest stays the same. Maybe this time the mine owners will be local proxies of the old imperial power. And you may get something for your exports, but most of it will disappear in the pockets of the local proxies. And they will destroy your local industry by heavy taxes on all manufactured goods. All legally and above-board.

Old probably refers to literal imperialism with actual control of areas based on military power. New, I would assume, is talking about economic and cultural imperialism in which a powerful country takes advantage of a weaker nation. Old Imperialism, by this definition, ended in the 1800s or early 1900s, while "New Imperialism" is still going on today to some extent.
