There would probably be a few more home births than there are now. Unfortunately most people would probably want to claim the tax deduction, which they wouldn't get if they didn't have their baby chipped, so the majority would probably chip their kids.
By the way this is probably not how it will start.
Drug laws were pretty ineffective until Corporations got on board with urine tests. I expect to see some requirement to chip employees of sensitive government projects in the near to immediate future. This will then expand from there.

I would be all for it! The "chip" (computer chip) would be used should the child ever be kidnapped or go missing. Law enforcement could then find their location using a signal - kind of like a cell phone (I know, not the greatest analogy). As long as the chip could be removed at a certain age.. say like 12, I would definitely agree.

This implanting of a microchip is nothing but the MARK OF THE BEAST... consequently I would absolutely forbid it had I children. Those who get the mark of the beast, that is "666" (the number of man in triple format) CANNOT be saved and would be doomed eternally to suffer in hell... hence the second death. I would not want ANY of my seed in the earth to be so doomed for eternal destruction, and for those who truly love their offspring would not go for it at all. I would not be surprised if there were already warehousing of such items. Nevertheless thankfully God is still on the THRONE and reigns and has ALL POWER! You know, if the chip simply contained information on the child, like name, address and parents, I'd say yes, but not as a mandate. I think if they made it voluntary, many people would do it. There is too much kidnapping, and in instances of accidents, etc, being able to identify a person would be beneficial. On the other hand, who trusts the government to stop and simply information? They would use it someone against us... with our medical records, criminal history, stuff like that....

If i caught any one trying to implant anything into my child, let me tell I think I speak for a lot of dads. I would probably be sent to prison for murdering some doctor or government agent. with no remorse
