I thought it was the 10th amendment.

The power federal government is very limited to only what is specifically granted in the constitution...everything else is the power of the states and the citizens.

10th ammendment:
"The powers not delegated to the United States by the Constitution, nor prohibited by it to the states, are reserved to the states respectively, or to the people."

The constitution divides the balance of power into three prongs. The executive, judicial, and legislative. Each, without undue manipulative influences, provides a check and balance system that benefits the citizens.

It is the citizens, by their power of the vote and free speech, that must ensure this process stays in place.

All of them. That's virtually the entire purpose of the Constitution. To dilineate the powers of the federal government.

You are right, iy is the 10th. Unfortunately, it is virtually ignored by both parties today.
