In some motherboards, you ned to enable it in BIOS. After powering on PC, press F1 or Del to enter BIOS menu screen. Check it out under integrated peripherals. Usually there is something there on USB where the options are enable or disable. After enabling, save and exit.

You could have them disabled in bios or have uninstalled them in device manager. If they appear in device manager install the driver from within device manager. If not check to make sure they are active in bios. On some motherboards the USB ports are cabled to the motherboard it is possible you may have unplugged the cable when opening the case. This would be my suspician if it were the front USB ports that were out not the backplane ports.

USB ports should be automatically enabled. Unless you are running Windows 98SE or earlier, in which case you need to install a device driver for the device you are adding.

depends on the operating system.
on most operating systems, usb is enables by default. Sounds like you might have a driver problem if you're running Windows XP or Windows Vista. To verify your drivers are installed properly, right on my computer or computer, go to properties, click the device tab, click on hardware manager, look for any devices that may have the yellow ! in front of them. once you have found the devices with the yellow ! you have to install or reinstall the drivers. Drivers can be downloaded from the manufacture of your computer. Good Luck!
