First you need to consider what the project is. Is it a math project, social studies, science? Then, make rules that would teach the subject matter the best. You can borrow rules fron another game, teachers don't care. Then, you can either use an old game board from another game, poster board, or plywood, depending on what you're putting on it. Your supplies are either going to be paint or markers, but if you want to spruce it up go to a hobby store to get little people and stuff; it's usually in the model train area. Let the fourteen year old decide how creative they want it to be, and let them have fun with it.

As with writing, design a game about something you know. Pick a subject, give players a balance of luck (usually dice) and skill (usually cardplay) and make a pleasant presentation. Check out www.boardgamegeek.com to see what's popular among ravid gamers. Winning Moves makes a gamekit that includes a board, play money, pawns and blank cards.
Finally, keep it simple. You'll get fewer headaches that way.
