Currently, there is no 3.30 downgrader, only up to 3.03 is downgradeable. My advice if you really want to downgrade, is to wait ('wait' means to not upgrade to ANY official sony firmwares, due to the fact that they patch them up to prevent downgraders) and hope for a downgrader to be released soon.

The only way to really 'downgrade' is to buy a mod-chip, which can virtually downgrade from any firmware version. Unfortunately they are expensive and hard to install, so you will have to hire someone to do it, which is also expensive.
