(1) Unless you are a PNC Operator equipped with the authority to update PNC, you can not delete or amend police records. Every update - every viewing, even - is subject to an audit and that would be a nice big red warning flag if ever there was one.
(2) You would need a criminal records check to become a PNC Operator as a bare minimum - unless you knew somebody on the inside who was prepared to lose both their job and liberty in doing so, you wouldn't even get your foot in the door.
(3) You can't amend health records - they stick around till you die, then even a bit longer afterwards. But you can request them under the Data Protection Act 1998. Either pay a fee of about £10 (admin costs) or arrange with doctor/consultant to see them. If you disagree with contents, a notice of objection can be attached to your medical records.
(4) Flights to India? No idea!

If this is a recent event and is as a result of a police caution not a conviction you can put in a formal complaint but it has to be within 3months of the occurance - for example a caution can be expunged if the person did not understand they were admitting guilt (and needed a responsible adult with them) or that there was no admission of guilt during their taped interview - but to do this you need a good solicitor or good knowledge of PACE The police complaints commission may try to tell you that cautions can not be overturned but this is not necessarily true
No idea on flights to india though!

Mental or Police record cannot be corrected or changed.It is an offence.The safest way is to get a certificate og good conduct and prove that now he/she is fine and law abiding..
Unless you specify your nearest air port and the city in india where you want to go is made clear airfare cannot be ascertained.

No, you cannot alter or delete medical or police records.
Medical records are confidential and will only be accessed by health professionals.
If there were no criminal charges brought then police records will be minimal.

You cannot delete a police record. Once a person has a criminal record, for whatever reason, it stays on record on the PNC (police national computer)
