The water freezes if it's cold enough and then evaporates. Or the water evaporates if it's not that cold out.

Water will always evaporate into the air, provided the Humidity level is below 100%. On cold days, the absorption rate will be slower than on temperate days, and if the wind is blowing, even slightly, the the absorption rate will be even quicker, given that the temperature is constant.

Moisture still evaporates even on cold days. Though not as quickly. My Mother hung clothes outside even in the winter. They came in the house frozen and she just ironed them while they still were moist.

If it is below freezing, they dry by sublimation. This is the conversion of a solid to a gas. Water does this slowly, carbon dioxide does it rapidly.
