I think it varies alot by country and even region. North American culture is very coy about anything sexual. I think the norm in North America is that the provider takes the lead, doing subtle and not subtle things to arouse the client. That may be followed by financial negotiation, which is about the least sexy thing in the world, because her starting point may range to the ridiculous. email if you have a specific qs.

Make sure your partner is willing and happy to do that for you. And you should offer to reciprocate, and make sure she has a happy ending too! Even if it takes quite awhile, and it very well may! (I'm assuming you're talking about a woman giving you such a massage, but if you are talking about another man, that's fine if you're okay with that, and the same thing applies).
And if you're considering paying someone to do it, be careful you don't ask an undercover cop. In many ways, society is still trying to tell us what our morals should be, on the assumption that we're just not moral enough or smart enough to make these decisions ourselves.
