Use parental control software that has keylogging abilities, lock down his user account to user level priviledges (make sure your admin & password protect the account). This way he can't uninstall the program.
Take the pc out of his room & put it in a common area of the home. He's less likely to get into trouble if he thinks you can see what he is doing any time you walk past him.
Make sure that you check reviews on whatever program you decide to use. No sense spending the $ on one that doesn't work very well. Just google the name of the program and reviews & you'll find plenty of opinions on the program in question.

You can use www.logmein.com, and install the program on his computer. Then you can CONTROL his computer from yours or any other computer that is connected to the internet.
But if you want to see what he is doing, then you can network the computers using a network router. Then you would need to find software online. Try www.yahoo.com, and search for programs that do such.
For the router, go to www.froogle.com, and search for them there. You'll need to use your credit card to buy it, though.
Or if your 13 year old uses computers at school, take a day off to go there and ask the computer teacher for any software or anything on how to monitor your child.

Make sure both your computers are networked and make your computer is the only one with an admin account and then run the parental controls and set it to show you what he does on the other their should be a way

If they are networked together, then install VNC on both computer. From your computer you can click on icon and see everything they are doing on the other computer. You can also take control of the computer and open their Internet history, etc. to see what they have been doing. http://realvnc.com Free download.

To avoid, Right click on MY Computer and select Properties, under Remote Tab, make sure "Allow users to connect remotely to this computer" IS UNCHECKED

type into google k9 it is a relly good program and it is imposible to get around if you have them on standerd accounts this also allows you to put timelimits on and even block sertain sites
