Because steel is a cheap and easily worked material for car bodies, but it needs to be painted so it won't rust. There have been a few cars with body panels made from stainless steel, aluminum, plastic, or fiberglass, but those are considerably more expensive materials. And fiberglass and plastic often don't have that same gloss and lustre that people expect from a car, so manufacturers paint those anyway.

To slow the rusting process down. Nothing will stop it but paint does a good job slowing it down.

because the steel they're made out of would rust if it wasn't. also, cars would pretty much all look the same if they weren't painted, so you'd have trouble finding yours in the mall parking lot.

Not all cars are painted. The Delorean was made of stainless steel, and therefore it was not necessary. Stainless steel is expensive though, so it is cheaper (and better looking) to paint mild steel.
