That depends on what type of rights you are talking about. Novels have tons of different sorts of rights-- movie rights, foreign sales, merchandising, etc. Although you will often hear of rights being bought, they would be better described as being leased. Companies pay to publish or produce movies, but they don't have those rights forever.

Bloomsbury had the original rights to publish, and Scholastic has the rights to publish in the United States. Warner Bros has the movie rights.

However, in the end the whole thing is still Rowling's. She did not "sell the rights" to Harry Potter and still very much owns it (so no, there will not be more books written by anyone else, either).

if ur speaking about the Lord Of the RIngs guy than NO. The rights for his novels ended centuries ago
