Templates of all kinds at Template Monster.
You still need a web editor of some kind to be able to use templates.
Open Source CSS style templates at www.oswd.org but again, you need to know how to edit these templates.
If you don't know how to edit web pages, I suggest you find a web hosting company with a Site Builder program to get you started. You work with a template online to build your site.
