Please, I'd like to hear a coherent and measureable goal.

When there are no more car bombs, the Iraqi government is stable and has a working beaurocracy with little to no corruption and no sectarian violence. Finally, when our troops come home.

If we're not leaving until Iraq is a self-sufficient democracy able to defend itself, we're going to be there a loooooong time. Here's the goal at this point as I see it. As long as President Bush retains veto power, we're in Iraq and he will continue to bully the Iraqi government for rights to drill in the oil fields. When we get the rights we then tell the Iraqi government our time line to at least get out of Baghdad and start to position our troops to protect the assets we were just given. That's the only attainable goal I can see that makes any sense and would also answer why we are still there.

The "win" comes when the Iraqi government is stable and can defend its own security. This requires a well trained, well equipped, self sufficient army and police force. We have made great strides in this direction with the much maligned "surge". Security in Baghdad is essential to accomplishing this. Once we have, the Iraqis can relieve the US troops of their security duties and we can bring them home. That has been the goal all along.
