Go with a nice big squirt gun. Think about it. Once you throw a water balloon and it breaks, it's gone. But with a squirt gun you can fill it over and over again, thus getting your target wetter and wetter. But get both if you can.

water balloons will get the person more wet if your aim/force is good...squirt guns make it easier for you to hit the person....i pick squirt guns unless ur really good with water balloons

Oh water balloons are better. I think you get wetter with with a water balloon.
